The Demise of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are waged: positive announcements are released from different nations. Immense energy is devoted on restraining particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from across the border, a ability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been scrambled to intercept incoming cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every firing shakes the surroundings, causing tremors. The instant of fear quickly becomes grim resignation: perhaps the hostile projectile won't cause damage this time, sparing the city from catastrophe and further power outages.

Persistent Threats

Soon after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a defensive team – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.

Periodically, this persisted until dawn. Kyiv faced the early updates: seven people killed, damage and infrastructure problems in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's vital need on international aid – a need that regional partners are demonstrably unable to substitute in the near term.

Ineffective Peace Efforts

The 28-point plan from US administration generated strong feelings, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new initiative from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, no doubt, persist.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration works based on a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unrealistic to compel Moscow to relinquish the territory that it currently occupies in Ukraine's south or east.

The issue is that while acknowledging this situation, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the status quo will not change more in its advantage in the near future.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a complete military breakdown until situations evolve in its benefit.

Current Realities

Factually, there are no actual prerequisites for a ceasefire. Now, subjective factors are entering the equation: personal goals to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a mere seven days to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, latest revelations, all served their function.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require continued Western support.
